Kita ini dikira yang menerbitkan mata uang digital, seperti Bitcoin. User baru
di Bitcoin Indonesia setiap harinya ada sekitar 200. Total mencapai 450 ribu
orang.
Semua
transaksi di bitcoin, kata Oscar, tercatat. Semua orang di internet pun bisa melihat
transaksi pengguna bitcoin melalui wallet (dompet) digital bitcoin. Setiap
pengguna bitcoin memiliki wallet, dan bisa memiliki lebih dari 100 wallet.
Kalau
tercatat dan transparan, kenapa Bitcoin rawan pencucian uang, bahkan untuk
kepentingan ilegal, seperti judi, obat-obatan terlarang, dan terorisme... Karena dalam
bertransaksi, para pengguna itu belum tentu mencantumkan identitas aslinya.
Nah, ini pentingnya regulasi. Kalau ada regulasi yang namanya PNS ya harus
menyertakan bukti bahwa dia PNS. Sama seperti Bank itu lho.
Pengguna di
Bitcoin Indonesia juga tidak memakai identitas asli? Kami
mengharuskan asli, termasuk meminta nomor telepon seluler. Kemudian kalau
transaksi di atas Rp100 juta, pengguna wajib mengisi formulir tambahan.
Namanya
pencucian uang, pelaku kan biasanya menggunakan identitas orang lain, pakai
identitas sopir misalnya... Mungkin
saja. Yang jelas kita memegang identitas asli pengguna.
Lalu apa
jaminan sekuritas dari Bitcoin Indonesia? Kita enggak
pernah menjamin apapun. Kita hanya membantu orang untuk membeli dan menjual
dengan transaksi yang aman. Setelah dibeli, Bitcoin akan dipegang masing-masing
oleh pengguna, bukan kami lagi.
Kami hanya
sebagai marketplace--untuk pengguna yang mengelola aset digitalnya. Aset
atau barangnya berupa saldo, yang bisa disimpan di berbagai dompet Bitcoin.
Semua transaksi transparan.
Yang Anda
maksud transparan itu semua pengguna tahu saldo kita berapa dan transaksi
kemana saja? Nama enggak
ketahuan, tapi kalau sudah ketahuan nomor rekening Anda berapa, semua bisa
lihat saldo dan transaksinya ke mana saja. Maka itu Bitcoin enggak cocok untuk money
laundering.
Kalau enggak
cocok kenapa kejahatan dunia maya seperti serangan Ransomware Wannacry minta
tebusan pakai Bitcoin? Lho, kita
bisa lihat saldonya Wannacry, lewat alamat virusnya (Oscar menunjukkan
di layar laptop). Karena, begitu identitas pelaku terbongkar, blockchain dapat
membantu menemukan semua transaksi yang pernah dilakukan oleh pelaku. Kehebatan
Bitcoin yang seperti inilah yang tidak dimiliki oleh Euro ataupun Dollar AS.
Sekarang
tantangannya adalah ke mana Wannacry menjual Bitcoinnya. Yang jadi tugas
Interpol adalah melacak kemana mereka mencairkan Bitcoinnya.

Hampir mirip
dengan pencairan dana dari penjualan saham ya yang memerlukan waktu 3 hari
bursa? Beda, karena
setiap orang yang beli dan jual itu barangnya benar-benar ada. Kalau saham,
waktu Anda beli di harga berapa, ya dapat harga itu. Ada mekanisme di
belakangnya di mana dia settlement tiga hari setelah dijual.
Nah kalau
Bitcoin, sistemnya benar-benar spot market. Waktu beli di harga Rp56 juta ya
langsung dapat di harga itu dan bisa langsung kita jual tanpa menunggu tiga
hari. Biaya transaksinya hanya 0,3 persen.
Bagaimana
proses pencairan Bitcoin di bank konvensional? Biasanya
bank minta identitas datanya. Kemudian tergantung si pengguna juga mau memilih
bank mana. Semua bank bisa. Seperti emas saja, mau dijual kemana tergantung
Anda kan? Kita enggak bisa memaksa Anda menjualnya ke Antam. Amat liquid
(mudah).
Cocok buat
investasi ya... Itu kenapa
orang lebih memilih Bitcoin dibanding emas atau lain sebagainya. Yang pertama
karena liquid, kedua, transaksinya bisa sangat kecil, ketiga, karena
tidak terpengaruh oleh penerbitan dari perusahaan apapun.
Apakah belum
bisa mencairkan Bitcoin lewat ATM--seperti yang ada di Bali? Sebenarnya
itu bukan ATM, tapi vending machine. Beda. Kalau ATM kan bisa transfer,
tarik uang, memasukkan uang dan melihat saldo. Jadi, vending machine
Bitcoin di Bali itu orang memasukkan uang Rupiah, misalnya satu lembar Rp50
ribu, kemudian saldo Bitcoinnya bertambah. Begitu.
Dalam
pandangan Anda Indonesia bakal melegalkan Bitcoin nantinya? Lambat laun
pasti ke sana. Banyak negara kecenderungannya itu melegalkan. Mereka mengatur
industri yang bergerak di bidang virtual currency ini.
Indonesia
itu hanya masalah waktu saja. Lembaga paling dekat yang mengatur itu harusnya
OJK dan Bank Indonesia. Kita tunggu saja.
Bisa
terwujud dalam dua atau tiga tahun lagi? Saya
optimistis tiga tahun mendatang akan dilegalkan. Contoh saja Gojek, yang
awalnya begitu kencang kontroversinya. Tapi sekarang demo-demo sudah berakhir.
